Lockdown for COVID-19 and crimes in Italy

Un aspetto interessante di cui si è parlato molto in Italia è la diminuzione dei reati dovuta al lockdown imposto in seguito all'epidemia da COVID-19.

Se questa sensazione era diffusa, analizziamo nel dettaglio i dati ufficiali forniti dal Governo italiano, soprattutto questo confronto con il 2019 che ci possono far apprezzare esattamente di quanto siano diminuiti i reati.

Ho preparato una tabella che evidenzia quattro casistiche:

  • reati diminuiti del 75% e oltre (verde)
  • reati diminuiti tra il 50% e il 75% (giallo)
  • reati diminuiti meno del 50% (bianco)
  • reati aumentati (rosso)

Il periodo preso in considerazione è dal 1° al 22 Marzo per entrambi gli anni.

Partiamo dal dato generale, ampiamente intuibile, in generale i reati sono diminuiti del 64.2%, resta però un dato che mi ha impressionato, in Italia, malgrado il lockdown, in 23 giorni sono avvenuti 52,596 reati! Certo, sono meno della metà di quelli avvenuti nel 2019 (146,762), ma sono comunque un numero a mio parere enorme!

Andando nel dettaglio notiamo che ci sono solo 3 reati che sono aumentati:

  • Usura (+22.2%)
  • Sequestri di persona a scopo estorsivo (+83.3%)
  • Sequestri di persona per motivi sessuali (+66.7%)

Per l'usura direi che è un fatto comprensibile, anche se parliamo di solo un mese di blocco, per i sequestri di persona credo che sia un dato poco rilevante stanti i numeri assoluti, dell'ordine di qualche unità.

Ovviamente sono diminuti

  • Omicidio da incidente stradale -75.8%
  • Omicidio da incidente sul lavoro -100.0%

considerando che gli spostamenti sono stati drasticamente ridotti e fabbriche e cantieri sono stati chiusi è un dato assolutamente in linea con la situazione.

Allo stesso modo è naturale che i furti e, in particolare, i cosiddetti furti con destrezza, negli uffici pubblici e nelle abitazioni

  • Furti -67.4%
  • Furto con destrezza -75.8%
  • Furti in danno di uffici pubblici -100.0%
  • Furti in abitazione -72.5%

per vari motivi, mancanza di vittime, uffici chiusi o proprietari sempre a casa trovano una giustificazione logica.

Meno marcate le diminuzioni per questi reati:

  • Contrabbando -33.3%
  • Stupefacenti -46.0%
  • Spaccio -42.8%
  • Associazione per produzione o traffico di stupefacenti -33.3%
  • Associazione per spaccio di stupefacenti -50.0%
  • Sfruttamento e favoreggiamento prostituzione minorile -40.0%

Definirei tutto quanto associato a stupefacenti e prostituzione un bisogno primario per una certa quantità di persone, questo, a mio parere, potrebbe spiegare come mai questi reati sono sì diminuiti, ma in misura minore rispetto ad altri.

Ci sono due reati che hanno subito a loro volta forti contrazioni che, invece, faccio fatica a comprendere: mi sarei aspettato se non un incremento, almeno un dato pressochè invariato:

  • Delitti informatici -60.5%
  • Violazione alla proprieta' intellettuale -82.1%

Visto l'incremento dell'uso degli strumenti informatici, dell'intrattenimento via internet, pensavo ad un dato decisamente diverso, non saprei come spiegare un calo così significativo anche per questo tipo di reati.

Qualche considerazione generale. Per quanto posso capire io, una così cospicua e generalizzata diminuzione dei reati non può essere spiegata unicamente con il lockdown. Una parte di questo fenomeno, secondo me, è legato all'enorme aumento del controllo sul territorio da parte di tutte le forze dell'ordine. Posti di blocco, controlli capillari, esercito in strada, droni, tutto questo credo che abbiano fatto da ulteriore fattore di deterrenza per molti tipi di reato.

Il controllo del territorio è sempre stato un punto debole dello stato italiano, in questo momento forse è fin troppo invasivo e pervasivo, ma, quando e se, se e quando, questa pandemia sarà finita, forse ripensare ad un più capillare, sebbene meno invasivo, controllo del territorio, sul modello, ad esempio, della Svizzera, potrebbe essere una delle eredità positive di questo terribile periodo della storia.

An interesting aspect that has been much talked about in Italy is the decrease in crimes due to the lockdown imposed following the epidemic of COVID-19.

If this sensation was widespread, we analyze in detail the official data provided by the Italian Government, especially this comparison with 2019 that can make us appreciate exactly what offenses have decreased.

I have prepared a table that highlights four cases:

  • offenses decreased by 75% and above (green)
  • offenses decreased between 50% and 75% (yellow)
  • offenses less than 50% (white)
  • increased crimes (red)

The period considered is from 1st to 22nd March for both years.

Let's start from the general figure, widely understood, in general the crimes have decreased by 64.2%, however, it remains a figure that impressed me, in Italy, despite the lockdown, 52.596 crimes occurred in 23 days! Of course, they are less than half of those that occurred in 2019 (146,762), but they are still a huge number in my opinion!

Going in detail we note that there are only 3 crimes that have increased:

  • Usury (+ 22.2%)
  • Kidnappings for extortion purposes (+ 83.3%)
  • Kidnappings for sexual reasons (+ 66.7%)

For usury I would say that it is an understandable fact, even if we speak of only one month of freezing, for kidnappings I believe that it is a little relevant given the absolute numbers, of the order of a few units.

Obviously they have decreased

  • Road accident murder -75.8%
  • Murder from accident at work -100.0%

considering that the movements have been drastically reduced and factories and construction sites have been closed is a figure absolutely in line with the situation.

In the same way it is natural that thefts and, in particular, the so-called thefts with dexterity, in public offices and in homes

  • Thefts -67.4%
  • Theft with dexterity -75.8%
  • Thefts against public offices -100.0%
  • Theft in the home -72.5%

for various reasons, lack of victims, closed offices or owners always at home find a logical justification.

The decreases for these crimes are less marked:

  • Smuggling -33.3%
  • Narcotics -46.0%
  • Traffic of drugs -42.8%
  • Drug production or trafficking association -33.3%
  • Association for drug dealing -50.0%
  • Exploitation and facilitation of child prostitution -40.0%

I would define everything associated with drugs and prostitution as a primary need for a certain amount of people, this, in my opinion, could explain why these crimes have diminished, but to a lesser extent than others.

There are two crimes that have also undergone strong contractions which, on the other hand, I struggle to understand: I would have expected if not an increase, at least an almost unchanged figure:

  • Cybercrime -60.5%
  • Intellectual property infringement -82.1%

Given the increase in the use of IT tools, internet entertainment, I was thinking of a decidedly different figure, I would not know how to explain such a significant drop also for this type of crime.

Some general considerations. As far as I can understand, such a conspicuous and generalized decrease in crime cannot be explained solely by the lockdown. Part of this phenomenon, in my opinion, is linked to the enormous increase in control over the territory by all law enforcement agencies. Checkpoints, capillary controls, army on the street, drones, all this I believe have acted as an additional deterrent factor for many types of crime.

Control of the territory has always been a weak point of the Italian state, at this time perhaps it is all too invasive and pervasive, but, when and if, if and when, this pandemic will be over, perhaps rethinking a more widespread, albeit less invasive control of the territory, on the model, for example, of Switzerland, could be one of the positive legacies of this terrible period of history.
